Report of the ICRC meeting on autonomous weapons systems
A 16-pp report on the ICRC’s first experts meeting on autonomous weapon systems, which brought together representatives from 21 States and 13 independent experts.
The ICRC convened an international expert meeting on autonomous weapon systems from 26 to 28 March 2014. It brought together government experts from 21 States and 13 individual experts, including roboticists, jurists, ethicists, and representatives from the United Nations and non-governmental organizations. The aim was to gain a better understanding of the particular issues raised by autonomous weapon systems.

As with any new weapon, the legality of autonomous weapon systems must be assessed based on their design-dependent effects and their intended use. However, it is not clear how such weapons could be adequately tested given the absence of standard methods for testing and evaluating autonomous systems.
