Box II - Statement by Stop Killer Robots to the GGE on lethal autonomous weapons systems, 2-6 March 2026

The following statement was delivered on Monday, 2 March 2026, by Isabelle Jones to delegates participating in the meeting of the Group of Governmental Experts on Lethal Autonomous Weapons Systems (LAWS), which took place on 2-6 March 2026.

Regarding Box II, Stop Killer Robots welcomes the addition of paragraph 3 to this box, which as you noted in your introduction, has moved up from Box V in the last version of the text. 

This paragraph gives important recognition to the fact that legal obligations are addressed to and must be fulfilled by people, and that this cannot be done by machines. This is of central importance. This paragraph should inform how other elements in the rolling text are read and understood, and the future elaboration of legal rules based on this text.

Stop Killer Robots also welcomes, in paragraph 5, the continued retention of the Martens Clause in the text.

Noting the US delegation’s comments, we will be giving comments on context-appropriate human judgement and control in our intervention regarding Box III.
